This dissertation deals with the theme Policy and Training Programa Esporte e Lazer da Cidade in Distrito Federal y entorno. Thus, considering the design and implementation of social policies in the context of neoliberal state, specifically in the case of social programs such as PELC of the Ministry of Sport, we wonder what would materialize in terms of leaps and bounds, training policy of workers in leisure PELC - DF and surroundings? The overall objective is to identify the advances and limits of training policy, understood as an action of PELC, situated in the context of social policies at the federal level (2004-present). Specifically, it seeks to describe and analyze the policy formation of PELC, and the profile of the subjects that act in the nuclei of sport and leisure. In order to achieve the proposed objectives, the research was to design the case study, the unit of analysis was the PELC - DF and the surrounding area, focusing on policies to train workers in the leisure, as the following steps: (a) Bibliographic survey, documentary research, and (c) field work. The analysis of data collected included three areas: (a) document analysis, (b) analysis of subjects' statements, and (c) the analysis of questionnaires. Regarding the theoretical framework was based on a literature which was the theoretical framework of the categories: State, social, leisure, work and training. The authors discussed were, among others: Behring (2003); Suassuna et al (2007); Padilha (2000 and 2006); Liáo Junior (2003); Lafargue (1980); Dumazedier (2000), Silva & Silva (2003); Melo Júnior & Alves (2003), Meszaros (2004 and 2007), Mascarenhas (2004), Antunes (2000 and 2006); Lanjoquière (1993); Frigotto (1996); Nóvoa (1997), Tardif (2002); Bracht et al (2004); Gasparin (2007), Freire (1996 and 2005) and Saviani (2003 and 2008). The considerations depicted in the work dealing with the understanding of leisure as time and space education, which is in the police community sport and leisure PELC as mediators and social educator. The study suggests that investigated have a view about the knowledge and competencies needed for professional practice. It was noted that despite the good evaluation of the formation of PELC, the study presents proposals for its improvement. |
