Despite the countless analysis and theories about the modern State, one of the most relevant and possibly most contradictory and polemic aspects that can be observed is it's capacity to expand it's structures – the “machine” - and it's range of actions, broadening it's influence, interventions and induction upon society. Sports in Brazil – the main subject of this work – was not immune to the changes of the Brazilian government. It was – and still is – an area that suffers the weight of the autonomy granted by the Constitution when not under rule of the government, government companies and institutions, specially where it's financial sustainability. This work will study the relations established between sports and the Brazilian government. It is an interpretative analysis based on a critic methodologic reference on government's actions – social and public policies – taken by succeeding governments on the federal level so as to fulfill social demands in the sports area. In other words, policies that mediate, regulate or effectively attending to different interests having the “constitutionalization” of sports as a temporal reference. This study proves the first hypothesis, which concerns the changes in sports after the promulgation of the 1988's Federal Constitution. Theses changes did not come up to the expectations of segments that sought the possibility of greater participation of the population in sports because of it's placement as a social right. A new citizenship was not made up in Brazil as some tended to believe after the promulgation of the so called “Citizen Constitution” of 1988. During the analyzed period, sports as a social right remained an open issue. |
